FINANCIAL SUPPORT SCHEME
In the Financial Support Scheme for the academic year 2022-23, a fee waiver program was introduced to cover all components of students’ fees, excluding examination and hostel fees. The primary objective of this scheme was to ensure that economically disadvantaged students could access quality education and benefit from the principles of “Sabka Saath, Sabka Vikas Sabka Vishvash” (Together with All, Development for All).
A total of 2,095 students applied for the scheme, and after thorough document verification, the fees were waived for 1,009 students who met the eligibility criteria.
The following text outlines the Standard Operating Procedure (SOP) for the Financial Support
Scheme (FSS) at Delhi University, which includes two phases:
Phase I begins with due approvals from the competent authorities for initiating FSS. A meeting will
be called by the Dean of Students’ Welfare of the FSS Committee to initiate the process to discuss the
modalities of the FSS application forms and screening criteria. The FSS is then announced publicly,
and online application forms are opened for a period of three weeks, with the provision for uploading
necessary documents. Hard copies of the application forms are to be submitted in the second week of
January, and data is to be consolidated in an Excel sheet for screening and verification.
In Phase II, a Screening Committee is constituted to scrutinize each application form and give its
recommendation. The Screening Committee physically verifies the residences of some selected
shortlisted applicants. The final list of shortlisted candidates is then submitted for approval with
competent authorities. Technical support is required for both phases, including poster content
developing and designing, online forms, data collection, dedicated office staff, public notice, and
screening committee members.
Task timeline:
Phase I:
1st week of November: Meeting of Dean Students Welfare with competent authorities.
Announcement of the FSS Committee with Member Secretary from the office of Dean Students’
Welfare.
2nd week of November: Meeting of the Committee on FSS to discuss the modalities of FSS
application forms and screening criteria
December: Announcement of FSS, dissemination of information, opening of online forms for a period
of three weeks
December – January: Drafting and posting of FAQs, submission of hard copies of the application
forms
12 January: Submission of application forms at DSW office to close
Phase II:
3rd – 4th week of January: Constitution of Screening Committee, scrutiny of application forms, and
rectification of any discrepancies
1st week of February: Drafting and uploading of notice, display of tentative shortlisted candidates,
and provision of four working days for rectification
2nd – 3rd week of February: Physical verification of residences of selected applicants and conducting
of interviews
4th week of February: Submission of the final list of shortlisted candidates to the Committee on FSS-
2023 and placement of final recommendations for approval with competent authorities.
Technical support requirement:
Phase I: Posters announcing FSS, 6-8 interns for data collection and verification, assistance with online forms and publicity, and dedicated office staff to monitor application forms daily.
Phase II: Technical assistance for Screening Committee members during the verification process of the application forms, support with the public notice, and dedicated Screening Committee Members to complete the screening and verification of all application forms.

Final recommendations are to be placed for approval with competent authorities.
